Red grouper fishing in the Atlantic Southeast depends on hard bottom and a closed calendar. The fish sit on rock and live bottom, and they close every year for spawning. Off North Carolina and South Carolina, the federal closure runs a month longer than off Georgia and Florida.

This guide covers where they live, how anglers fish them and how the rules divide. It won’t promise fish, but it should help you decide where to look and whether you can keep what you catch.

Red grouper is a stout, reddish-brown grouper of rocky hard bottom and one of the shallow-water groupers. The Atlantic fish are a separate stock from Gulf fish, with separate management. ID, biology and range are in the red grouper species guide. If you learned grouper in the Gulf, the rules here work differently.

Where and when

The Atlantic Southeast runs from North Carolina through the Florida Keys on the Atlantic side. The Atlantic Southeast fishing guide covers the full region. Red grouper grounds sit along the whole shelf, but the calendar changes by state.

The federal spawning closure for red grouper splits like this:

  • Georgia and Florida: January 1 to April 30.
  • North Carolina and South Carolina: January 1 to May 31.

NOAA Fisheries lists these dates on its NOAA South Atlantic seasonal closures page. Closures can change, so check it before you run.

The extra month off the Carolinas is the most common way visiting anglers get caught out. A red grouper caught past 3 miles off Jupiter in May can be legal, while the same fish past 3 miles off Murrells Inlet in May is closed.

State by state, the bottom looks like this:

  • North Carolina: Ledges and live bottom off the Outer Banks and Morehead City hold fish. May stays closed in federal waters.
  • South Carolina: Hard bottom off Murrells Inlet and Charleston. Same May federal closure.
  • Georgia: Mid-shelf live bottom. Gray’s Reef National Marine Sanctuary and the spawning special management zones have their own rules. Check the South Atlantic Fishery Management Council (SAFMC) for boundaries before you fish near them.
  • Florida Atlantic: Grounds run from Jacksonville down through Jupiter to the Keys reef tract. May is open in federal waters, subject to the closure page.

Fish shift with bottom temperature, moving between nearshore ledges, mid-shelf live bottom and the shelf edge. Treat that as a pattern to test rather than a calendar to trust.

The bottom that holds them

Red grouper hold on rocky hard bottom. Look for ledges, potholes and edges on flat rock, rubble and live bottom. They show up less often on high-profile reef. Find the hard bottom and get a bait flat on it.

Three zones cover most of the fishing:

  • Nearshore ledges: Low-relief rock and ledge lines close to the beach.
  • Mid-shelf live bottom: Patchy hard bottom with sponge, soft coral and rubble.
  • Shelf-edge breaks: Where the shelf drops away and rock pushes out of the sand.

Depth and bottom character vary from ledge to ledge, and a map shows structure, not fish.

Chart Contours in the Breakpoint app show where depth lines tighten. Tight contours often mark ledges and hard-bottom breaks worth a pass with the sounder before you drop. Chart Contours show where the bottom breaks and are not for navigation.

How anglers fish for them here

Fish bait flat on the bottom over hard bottom. Common choices:

  • Cut bait: Squid, sardine, cigar minnow and other oily cut fish for scent.
  • Live bait: Pinfish, grunts and cigar minnows, often used to select for larger fish.

Use a stout bottom rod and a sinker rig that holds bottom. Knocker and fish-finder styles are the usual choices.

Red grouper dive for structure when hooked, so keep pressure on and turn the fish off the bottom in the first seconds.

Federal hook rules shape the rigging. Non-stainless, non-offset circle hooks with natural bait are required north of 28° N in federal waters. South of 28° N, non-stainless hooks are required. Circle hooks work best with a steady lift rather than a hard hookset.

Release matters here. Barotrauma happens when gas in the swim bladder expands as the fish comes up, and a descending device returns the fish to depth. Federal rules require one ready for use, plus a dehooking device, under the federal snapper-grouper gear rules. The Regulations section lists the specs.

Gag, scamp, black sea bass and vermilion snapper share this bottom. Gag and scamp count in the same grouper aggregate as red grouper. For the rest of the bottom fishery, see the guides for the other reef fish on this bottom.

How the Atlantic differs from the Gulf

The species is the same, but the rulebook is different. The differences come from who manages the fish and how the season is built.

What differs Atlantic Southeast Gulf
Managing council SAFMC Gulf Council
Florida state waters in the Keys Atlantic grouper rules apply in all state waters off Monroe County, on both sides (FWC) Gulf grouper rules apply in Gulf state waters except off Monroe County
Season structure Annual spawning closure that varies by state Different structure and figures

The council boundary off the Keys runs along 83° W north to 24°35′ N, then east to the mainland. NOAA Fisheries and SAFMC publish it.

Anglers used to Gulf of America grouper often assume the same season and limits apply on the Atlantic side. They don’t. For Gulf season and bag figures, see red grouper fishing in the Gulf.

Regulations

Three layers decide what you can keep.

  1. State waters, shore to 3 nautical miles. The state agency sets the rules.
  2. Federal waters, 3 to 200 nautical miles. SAFMC and NOAA Fisheries set the rules under 50 CFR part 622.
  3. The federal permit that follows the boat. A for-hire vessel with a federal snapper-grouper permit follows federal closures in state waters too.

A red grouper counts against the same 3-fish limit as gag and tilefish. The federal rules for gear, the aggregate and the descending device are laid out in the South Atlantic snapper-grouper federal rules. SAFMC keeps the species page at SAFMC red grouper regulations.

Federal waters, red grouper:

Rule Off NC and SC Off GA and FL
Minimum size 20 in total length 20 in total length
Bag 3 groupers and tilefish combined per person per day Same
Closed January 1 to May 31 January 1 to April 30
Gear Dehooking device. Descending device with at least 16 oz of weight and 60 ft of line, ready for use. Non-stainless, non-offset circle hooks with natural bait north of 28° N. Non-stainless hooks south of 28° N. Same

Scamp and the other shallow-water groupers close January 1 to April 30 everywhere. Off the Carolinas, red grouper alone stays closed through May.

North Carolina

In federal waters, red grouper is closed January 1 to May 31. Size and aggregate follow the federal table above.

The NC Division of Marine Fisheries (NC DMF) sets state-waters rules. Confirm its current red grouper entry before you fish inside 3 miles. More detail is on the North Carolina fishing regulations page.

Check NC DMF before fishing.

South Carolina

In federal waters, red grouper is closed January 1 to May 31. Size and aggregate follow the federal table.

A for-hire boat with a federal snapper-grouper permit follows the red grouper May closure in state waters too. The South Carolina Department of Natural Resources (SCDNR) publishes the state rules in its SCDNR saltwater fishing regulations.

Take Murrells Inlet in May. Past 3 miles, red grouper is closed. Inside 3 miles, a private boat falls under SC state rules, so check SCDNR before you keep one. See also the South Carolina fishing regulations page.

Check SCDNR before fishing.

Georgia

In federal waters, red grouper is closed January 1 to April 30. Size and aggregate follow the federal table.

The Georgia DNR Coastal Resources Division sets state-waters rules. Gray’s Reef and the spawning special management zones have their own rules, so check SAFMC for boundaries. The Georgia fishing regulations page has more.

Check Georgia DNR before fishing.

Florida

State Atlantic waters and all Monroe County state waters, per the Florida Fish and Wildlife Conservation Commission (FWC):

  • 20 in minimum size.
  • Counts inside the 3-fish grouper and tilefish aggregate.
  • Closed January 1 to April 30.
  • Landed with head and fins intact.
  • State Reef Fish Angler designation required.

In federal waters off Florida, red grouper is closed January 1 to April 30, with the same size and aggregate. The federal permit follows the vessel.

FWC keeps the rules at its FWC grouper regulations page. The Florida fishing regulations page covers licensing and jurisdiction.

Check FWC before fishing.

FAQ

Can I keep a red grouper in the Atlantic in May?

Off Georgia and Florida in federal waters, yes, unless a NOAA closure says otherwise. Off North Carolina and South Carolina, no. Federal waters there stay closed through May 31. State waters follow state rules. NOAA Fisheries posts changes, so check before fishing.

Do Gulf rules apply in the Keys?

Not in Florida state waters. FWC applies Atlantic grouper rules off all of Monroe County, on both the Atlantic and Gulf sides. In federal waters, the council line at 83° W and 24°35′ N decides which council’s rules apply.

Does a red grouper count toward my grouper limit?

Yes. It counts inside the 3 groupers and tilefish per person per day, together with gag, scamp and tilefish. SAFMC and FWC both publish the aggregate. Check each agency before fishing.

What gear must be on the boat?

A dehooking device and a descending device with at least 16 oz of weight and 60 ft of line, ready for use. Hooks with natural bait must be non-stainless circle hooks north of 28° N and non-stainless hooks south of it. Federal rules and FWC set these.

What happens with a for-hire boat in state waters?

A vessel with a federal snapper-grouper permit follows federal closures in state waters too. That includes the red grouper May closure off South Carolina. A private boat in the same water follows state rules.

How do I tell red from gag?

Red grouper is stout and reddish-brown. Gag is more slender and grayer, with kisslike markings along the body. ID matters because gag has a separate 24 in size limit and a 1-fish limit under federal rules and FWC. The species guide covers identification in full.

Do I need a federal permit?

Private recreational anglers do not. For-hire vessels need a federal charter vessel/headboat permit for South Atlantic snapper-grouper. Florida anglers also need the State Reef Fish Angler designation to keep red grouper.
