About Winchester Bay
Winchester Bay sits at the mouth of the Umpqua River. Salmon Harbor has East and West boat basins, and the port opens to both the Umpqua River estuary and the Pacific Ocean. It is one of the smaller Oregon ports, with a busy harbor and a long fishing calendar.
Anglers here target salmon, rockfish, lingcod, halibut, albacore and Dungeness crab, with the halibut and albacore fishing happening offshore. The Pacific Northwest fishing guide covers each species in more depth. ODFW sets the ocean rules, so read the state marine fishing regulations before every trip. What follows covers how to launch, how to cross the bar, and what the water offers through the year.
Access and navigation

Winchester Bay launches from 2 ramps in Salmon Harbor, and a third ramp sits upriver at Reedsport. The Winchester Bay fishing guide lists the launch details, and the table below summarizes them.
| Facility | Location note | Detail |
|---|---|---|
| East Boat Launch | East Basin, near the Coast Guard station | 3 lanes |
| West Boat Launch | West Basin, off Ork Rock Road | 2 lanes |
| Rainbow Plaza boat ramp | Reedsport, upriver | River access |
| Salmon Harbor Marina | Douglas County | Slips first come, first served, no reservations |
Salmon Harbor Marina moorage is first come, first served, and the marina takes no reservations, so have a backup plan for the night.
A full-service fuel dock sits at the west end launch and sells non-ethanol premium 92 octane, according to the Winchester Bay harbor guide.
North, south and training jetties shape the Umpqua River entrance. The bar can steepen on an ebb tide running against swell, and conditions change with tide stage, swell and wind. A bar that looked workable on the way out may look different on the return.
Check these sources before you leave the dock and again before you head home:
- Bar report readerboard near the Coast Guard station. It reports conditions at a single moment and shows no trend.
- NWS marine forecast. This is the official forecast, and conditions can still differ from it.
- Swell numbers. Compare wave height, period and direction against the forecast rather than relying on descriptive words.
If the bar looks bigger than you want when you arrive, stay inside or wait for the tide.
Fishing conditions

Winchester Bay anglers work named grounds close to the entrance. The Umpqua Jetty and Half Moon Bay are the two the local guide names. Bottomfish hold on the jetties and nearshore reefs, and the lingcod fishing guide covers how to work that structure.
Any boat fishing for or holding bottomfish or halibut in Oregon ocean waters must carry a working descending device. ODFW publishes waypoints for the 30- and 40-fathom regulatory lines, so load them on your plotter before you run offshore. Bottomfish limits can change during the year, so check ODFW before fishing.
| Season | Main targets |
|---|---|
| Winter | Rockfish, lingcod, Dungeness crab |
| Spring | Lingcod, rockfish, Pacific halibut, Dungeness crab |
| Summer | Chinook salmon, Pacific halibut, albacore, rockfish, lingcod, Dungeness crab |
| Autumn | Coho salmon, Pacific halibut, albacore, Dungeness crab |
Winter
Rockfish and lingcod lead, with bottomfish fishing open year-round under ODFW rules. Dungeness crab rounds out the trip, and ODFW holds the crab rules. Winter weather tends to limit bar days, so check the readerboard before you commit to a run.
Spring
Rockfish and lingcod continue. The Central Oregon Coast halibut subarea has a nearshore fishery inside the 40-fathom line and separate all-depth offshore openings. Each opening is quota-driven, so check ODFW before you go. Seaward of that same 40-fathom line, offshore long-leader rules allow a separate rockfish fishery with its own gear requirements. Crab is available as well.
Summer
Ocean Chinook lead the summer at Winchester Bay. Salmon seasons are set each year, so check ODFW. In the ocean, use no more than 2 single-point barbless hooks when fishing for salmon, or for anything else while a salmon is on board.
Halibut, bottomfish and crab continue. Offshore albacore arrive when warm water moves within range, and the albacore tuna fishing guide explains what to look for.
Autumn
Coho take over the salmon fishing, and ODFW sets the seasons. Halibut and crab continue while their quotas and rules allow. Albacore can carry over into autumn, and the Pacific Northwest albacore timing and warm water guide covers the regional pattern.
OBS SST, Chlorophyll and Chart Contours show where warm, clean water edges sit against the shelf, which helps before you commit fuel to the run. Breakpoint reads sea surface temperature alongside those layers. Chart layers are not for navigation.
Port pages for Charleston and Newport cover their own entrances.
